Minutes of the Transit Alliance Board Meeting Held

CALL TO ORDER

Ted Owen called the meeting to order at 9:00. Ted recognized Phyllis Hall for all her hard work with TABNC. Ray Patchett, the new interim Executive Director of NCTD gave an update on NCTD.

APPROVAL OF MINUTES

The Board reviewed the minutes from the January 24, 2008 meeting. Motion was made by Frankie Laney and seconded by Doreen Sanderson to approve the minutes as written. Motion carried.

OLD BUSINESS

In February TABNC received a grant from the County of San Diego to produce a Rail Safety Video. Production has started on the video and will air in the fall on County Cable Vision.

NEW BUSINESS

A. Board member appointment-Mark Winkler and Richard Hannasch were appointed to the TABNC Board of Directors. Tom Frankum was accepted by the Board as the volunteer Executive Director for TABNC.

B. Strategic planning-Sprinter Ambassador Volunteers collected 500 signatures on "Save the Bus" postcards that were sent to legislators in Sacramento. TABNC signed up additional members on "Dump the Pump" day.

C. Letters of support-TABNC received a letter from Governor Schwarzenegger in response to a TABNC letter of support regarding transit funding sent to the Governor and our SD legislative delegation. Ted encouraged everyone to continue to send letters of support to our legislators regarding transit funding.

PROJECT UPDATES

A. North County Transportation Projects-Bill Figge from Caltrans gave a presentation construction progress on State Route 76 (Melrose Drive to South Mission Road), Interstate 15 managed lanes and Interstate 5/805. More information on the projects is available at www.keepsandiegomoving.com.

B. TOD-CFD Funds-Lance Schulte explained TOD (Transit Oriented Development) and CFD (Community Facilities District) funding and the movement towards this type of development. NCTD received a research grant from Caltrans for planning on TOD-CFD development.

C. Transit Funding Update-Richard Hannasch gave an update on transit funding for NCTD. Richard emphasized that State funding is very volatile and hard to predict. Sales tax revenues have also been reduced which is a major source of operating revenue for NCTD.

LEGISLATIVE REPORTS

Caroline Massey from Senator Wylandís office encouraged contacting State legislators regarding transit funding.

Sherry Hodges from Assemblywoman Walter's office emphasized that Assemblywoman Walter's is a supporter of transit. Sherry also encouraged contacting state legislators regarding transit funding.

Christy Knight from Supervisor Bill Horn's office commented that the County is currently acquiring land for widening of South Santa Fe Ave and Hwy 76.

Ellen Roundtree, NCTD's Intergovernmental Affairs Officer gave an update on State funding and pending State legislation relating to transit. Ellen also encouraged letter writing to state legislators on State transit funding and also the possible diversion of Prop 42 funding.
